If your goal is to relocate to Canada under a caregiver pathway, you need to understand the exact legal reality regarding the IELTS requirement, how the temporary work route operates, and how to protect yourself from widespread recruitment scams.

To put it directly: There is no permanent immigration pathway to Canada for caregivers that completely bypasses language testing.

Many social media videos and predatory blogs claim that Canada has launched a “Visa on Arrival” or “No IELTS” program for caregivers. This is factually incorrect. Under Immigration, Refugees and Citizenship Canada (IRCC) regulations, language proficiency is a mandatory statutory requirement.

However, the confusion stems from two very important nuances in how the rules are applied:

1. The Language Threshold is Exceptionally Low
